Program Description: Established in 1985, The Schaefer Center is an applied research unit located within the College of Public Affairs at the University of Baltimore. The mission of the Schaefer Center is to serve the public and not-for-profit sectors of the Baltimore metropolitan area and the State of Maryland by providing program evaluation, strategic planning, performance measurement, management consulting, policy analysis, opinion research, conflict management consulting, and professional development services. The Center’s professional staff includes experts in program evaluation, strategic planning, performance measurement, survey research, policy analysis, survey research, organizational analysis, management information systems, human services administration, social policy, negotiation and conflict management, and economic analysis. The philosophy behind the Center is to combine scholarly research and quality teaching with effective public service. In all its endeavors, the emphasis of the Schaefer Center is on translating the knowledge and skills of the University community to “knowledge that works’ to solve real-world problems and to producing tangible, usable results.
