Program Description: The Institute for Public Service and Policy Research was created in 1945 as the Bureau of Governmental Research and Service. In 1988 its mission was expanded to include more service-related policy research and it became the Institute of Public Affairs. In 2001, the name was changed to convey the functions of the organization more clearly: to address current and emerging issues related to matters of public policy, governance and leadership through educational activities, applied research and technical assistance programs. Units within the Institute include governmental research and service and the survey research laboratory.
